Planning delays don't always start where people think they do

Planning delays in Scotland get blamed on the usual suspects: under‑resourced councils, complex policy requirements, long negotiations.

All true, but there’s a less discussed factor at play.

A lot of delays start before the application even enters the system, and this is driven by one thing: unclear project scope.

When the project scope isn’t defined, the submission lacks clarity.
When the submission lacks clarity, planners ask for more detail.
When more detail is needed, the clock stops.
And when the clock stops, the delays follow.

This is when we start seeing validation issues, assessments that may need to be tweaked, boundaries getting queried, and team morale affected.

None of it dramatic, but this is an avoidable delay.
